(Released October 3, 2002) State authorities such as the Power Authority, Port Authority of New York and New Jersey, New York State Thruway and Metropolitan Transportation Authority are a major part of New York State government. New York State frequently uses “public benefit corporations” to undertake large economic development and public works projects, rather than implementing them through more traditional governmental bodies. Authorities are more autonomous than other agencies, they have more financial leeway, and they generally function more like independent businesses than like government agencies.
