			<content:encoded><![CDATA[<p>(Released July 19, 2009) This analysis of campaign contribution data presents a portrait of what segments of New York State have the greatest influence over legislative actions in Albany through campaign contributions. Our analysis of campaign contributions to Assembly members and Senators from the 2006 and 2008 election cycles from zip codes throughout New York State found enormous disparities in the contributions coming from different zip codes based on geography, race and ethnicity, and economic status. Specifically, in the 2006 to 2008 period, we found that:<br />
• Four out of five dollars of the $72 million flowing into campaign coffers in Albany, or $58 million1, came from zip codes that are majority white2.<br />
• One third of campaign cash came from wealthy zip codes where a large number of households earned over $200,000, even though such zip codes are just 12% of the state’s population3.<br />
• The top ten contributing zip codes were all from New York City and Albany and its suburbs (Latham).</p>

			<content:encoded><![CDATA[<p>(Released April 28, 2008) Zogby International did a poll of 770 likely voters in New York in early April, commissioned by the Public Policy and Education Fund of New York. The poll asked New Yorkers about a specific proposal for public financing of election campaigns in New York (the proposal is known as Clean Elections; however the name was not used in the poll). The poll also asked about New Yorkers attitude toward state legislators. The questions in the poll were not “messaged;” that is, the questions were either straight-forward descriptions of the public financing proposal or balanced arguments for and against the proposal.</p>
<p>The poll found very strong support for the public financing proposal, with 74% in favor, including 45% strongly in favor and 22% opposed (13% strongly). Upstate, suburban and independent voters were most supportive.</p>

			<content:encoded><![CDATA[<p>(Released October 3, 2002) State authorities such as the Power Authority, Port Authority of New York and New Jersey, New York State Thruway and Metropolitan Transportation Authority are a major part of New York State government. New York State frequently uses “public benefit corporations” to undertake large economic development and public works projects, rather than implementing them through more traditional governmental bodies. Authorities are more autonomous than other agencies, they have more financial leeway, and they generally function more like independent businesses than like government agencies.</p>
