			<content:encoded><![CDATA[<p>(Release March 31, 2010) Just over one week ago, the Public Policy and Education Fund (PPEF) released its 2010 “Race Matters” report that detailed the impact of the 2010-11 Executive Budget on people of color and immigrants. This follow-up report updates the health care section of the Race Matters report by adding a preliminary analysis of the budget proposals made by the New York State Assembly and the New York State Senate, and comparing them to the Executive Budget.</p>

In the last ten years, however, we have seen overwhelming public support and funding for the expansion of these programs across the country. The substantial growth in funding for after school programs is driven, in part, by the belief that young people are more likely to succeed in school and in life when they have access to safe places after school– places that are supervised by caring adults and that offer engaging, high-quality learning activities.</p>

			<content:encoded><![CDATA[<p>(Released October 12, 2006) Today, a minority of New York students benefit from after school programs while many youth in the state are unable to enroll because space is limited and funding is not keeping pace with demand. After school programs provide a critical support that helps children do better in school and reassures parents that their children are safe and well cared for after the school day ends. Unfortunately, program leaders report that they are serving a high-need population; are serving more children than expected; and are insecure about long-term sustainability. Nearly all respondents to this web-based survey say that more children in their communities could benefit from after school programs, if programs were available.</p>
