(Released October 13, 2009) The Campaign for Fiscal Equity (CFE) court decisions found that many students in New York City were not being provided access to the “sound basic education” that is their right under the state constitution. In response, the governor and the state legislature enacted funding reforms to substantially increase state school aid across the state.
