The Impossible Dream: Tax Credits are a 10-Foot Rope Thrown to Uninsured New Yorkers at the Bottom of a 40-Foot Hole

(Released October 2, 2001) PPEF tries to determine what the President’s tax-credit proposal would mean for uninsured adults in New York State by asking:

  1. Is the proposed tax-credit enough to purchase health insurance coverage in New York State?
  2. Is the proposed tax-credit enough to offset the cost of health insurance so that coverage is affordable for low and moderate income New Yorkers?
